(a) There is hereby established a traffic control map which shall at all times show current street and area designations, currently existing traffic control signals, and including any changes or amendments made in conformity with sections or any divisions of §§ 305.06, 305.07, 305.10, 305.11, 305.12, or the sections or divisions of §§ 351.01 through 351.20 inclusive. This map shall be prepared and kept current by the City Manager or his designee.
(b) Council also reserves authority to amend the traffic control map by ordinance, but no such ordinance shall be enforceable until after the effective date of the ordinance, official signs, signals or markings are properly and lawfully erected or posted, and the public has received appropriate notice of said changes, at least 30 days in advance of the effective date of the ordinance.
