305.06 TRAFFIC CONTROL RESPONSIBILITY.
   (a)   In addition to the specific provisions of this code relating to traffic and traffic control and all other ordinances relating thereto, City Council may authorized, designate, establish or change:
      (1)   Through streets
      (2)   One-way streets
      (3)   Stop intersections
      (3)   No left or right turn intersections
      (4)   Regulating or prohibiting procession or assemblies on streets or highways
      (5)   Regulating speed of vehicles in public parks
      (6)   Regulating traffic in reference to school buses
      (7)   Areas where parking is prohibited
      (8)   Areas where angle parking is limited
      (9)   Areas where angle parking is permitted
      (10)   Commercial loading zones
      (11)   Passenger loading zones
      (12)   Closed streets
   (b)   All of the above mentioned street and area designations existing as of May 12, 1994, and all through streets established by § 305.10 of this chapter shall remain effective without the necessity of public notice prescribed by this section.
 
   (c)   Changes in the street and area designations or the establishment of new regulations or provisions determined by Council shall become effective only upon
      (1)   Elapse of a 24-hour period following publication of a public notice of such change in a newspaper of general circulation in the city, and
      (2)   Upon erection of proper signs and markings sufficient in number and message content to apprise the ordinarily observant person of the intended restriction upon the street or area.
 
   (d)   Any designation and/or change made hereinafter shall have the force and effect of ordinances until rescinded by passage of an ordinance of Council.
 
   (e)   Street and area designations shall be recorded on the traffic control map and traffic control file as provided in §§ 305.08 and 305.09.
