(a) A designated loading zone is hereby created at the north side of Water Street for a distance of 150 feet west from the intersection of Main Street and Water Street.
(b) Stopping, standing or parking a vehicle in any loading zone for the purpose of loading and unloading shall be limited to the length of time necessary for expeditious loading and delivery, and pickup and loading, of materials.
(c) In no event shall standing, stopping or parking a vehicle for loading or unloading exceed 30 minutes.
(d) Pavement markings and signs designating the loading zones and time limit for stopping, standing and parking shall be placed by the Street Department in conformance with the Ohio Uniform Traffic Manual.
(e) Any person stopping, standing or parking a vehicle for more than the designated time, or the owner of such vehicle, may be fined up to $150 and costs.
