The city council may create and establish a joint planning and zoning commission for the city consisting of three (3) to twelve (12) members, who shall be appointed by the mayor and confirmed by the city council, without respect to political affiliation. Not more than one-third (1/3) of said members may be ex officio members by virtue of public office or position held in the city. An appointed member of the commission must have resided in the county for five (5) years prior to his appointment, and must remain a resident of the county during his service on the commission. The initial terms of the first appointed members, to be determined by lot, shall be two (2) years for one-third (1/3) of the members, four (4) years for one-third (1/3) of the members and six (6) years for one-third (1/3) of the members. Thereafter, the term of office for each appointive officer shall be six (6) years. (Ord. 499, 4-16-2009)
The commission shall elect its own chairman and create or fill such other offices as it may determine necessary, establish advisory committees, appoint nonvoting ex officio advisors, and one regular meeting shall be held each month for not less than nine (9) months in each year. Written rules consistent with the laws of the state of Idaho for the transaction of business shall be adopted; written record of meetings, resolutions, findings and determinations shall be kept; all meetings and records shall be open to the public; and a majority of the appointive members shall constitute a quorum at any meeting.
