The city council may create and establish a joint planning and zoning commission for the city consisting of three (3) to twelve (12) members, who shall be appointed by the mayor and confirmed by the city council, without respect to political affiliation. Not more than one-third (1/3) of said members may be ex officio members by virtue of public office or position held in the city. An appointed member of the commission must have resided in the county for five (5) years prior to his appointment, and must remain a resident of the county during his service on the commission.
