Any and all maps, plats, replats of lands and permits which require the approval of the city or of an officer or employee shall first be submitted to the planning and zoning commission, if appointed, for its suggestions and the commission shall have a reasonable time, to be fixed by the city council, within which to examine such maps, plats, replats or permits before returning the same with its suggestions.
