2-1-4: DUTIES AND POWERS:
The joint planning and zoning commission shall have those duties and powers over all lands within the jurisdiction of the city provided by law, including, but not limited to, the duty and power to:
   A.   Recommend and make suggestions to the city council for the adoption of a long range comprehensive plan 1 for the physical development of the city for the formation of zoning districts;
   B.   Make suggestions concerning the laying out, widening, extending and locating of streets, roads and highways for the relief of traffic;
   C.   Make suggestions concerning density of population and development of land within the jurisdiction of the city;
   D.   Make suggestions concerning the future growth, development and beautification of the city in respect to its public buildings, streets, parks, grounds and lands consistent with the future growth and development of the city in order to promote the public health, morals, safety and welfare of the inhabitants thereof;
   E.   Give suggestions and advice to individuals concerning landscaping or location of buildings, structures or works to be created, constructed or altered by and for such individuals;
   F.   Conduct informal meetings and public hearings 2 ; and
   G.   With the approval of the city council, receive and expend funds, goods and services from federal and state or local governments or agencies or instrumentalities and hire such employees and advisors as necessary within the amounts appropriated therefor by the city council.
