   147.01 PURPOSE.
   Council hereby determines that the power to equip, operate and maintain playgrounds, playfields, gymnasiums, public baths, swimming pools and recreation centers shall be exercised by a Recreation Board.

   147.02 ESTABLISHED.
   Council hereby establishes a Recreation Board pursuant to Ohio R.C. 755.14 and such Recreation Board shall have all the powers and be subject to all the responsibilities of the respective local authorities under Ohio R.C. 755.12 to 755.18.

   147.03 MEMBERSHIP; COMPENSATION; VACANCIES.
   (a)   The Recreation Board hereby established shall consist of five persons, two of whom shall be members of the Board of Education of the Celina City Schools or members appointed by such Board. The other members of the Recreation Board shall be appointed by the Mayor with the consent of Council. All members of the Recreation Board shall be residents of the City and there shall be at least one Recreation Board member from each ward of the City.
   (b)   Members of the Recreation Board shall serve for terms of five years, except that members first appointed shall be for such terms that the term of one member shall expire annually thereafter.
   (c)   Members of the Recreation Board shall serve without pay.
   (d)   Vacancies on the Recreation Board occurring otherwise than by expiration of term including incapacity, shall be for the unexpired term and shall be filled in the same manner as the original appointment.

   147.04 DUTIES AND RESPONSIBILITIES.
   The duties and responsibilities of the Recreation Board shall be as follows:
   (a)   Establishing and implementing goals and philosophies to be followed in the organization and operation of a long-range plan for a recreation program for the City.
   (b)   Establishing and implementing policies and procedures necessary to efficiently and equitably conduct the recreation program for the City.
   (c)   Establishing job descriptions, including duties and responsibilities for the appropriate personnel required to implement the recreation program.
   (d)   Preparing an annual budget for the recreation program to be submitted to Council for approval.
   (e)   Equipping, operating and maintaining all recreation programs, parks, playgrounds, playfields, gymnasiums, public baths, swimming pools, recreation centers and other recreational facilities.
   (f)   Paying all costs incurred in the operation and maintenance of the recreation program and necessary equipment through the offices of Safety-Service Director, Auditor and Treasurer.
   (g)   Soliciting suggestions and recommendations from City residents regarding the operation, equipment, maintenance and development of the recreation program.
   (h)   Making recommendations to Council regarding the acquisition of new parks and major capital improvements to enhance the development of the recreation program.
   (i)   Preparing and submitting to Council an annual report detailing the activities of the Recreation Board and the activities within the recreation program, including the efforts of the Recreation Board to fulfill the duties and responsibilities listed in this section.
   (j)   Seeking financial assistance from all available sources for the operation, equipment, maintenance and development of the recreation program.

   147.05 MEETINGS.
   (a)   The Recreation Board shall meet on a regular basis at least once per month, and as often in addition to such regular meetings as is necessary to fulfill their duties and responsibilities to the recreation program.
   (b)   All meetings of the Recreation Board shall be held in compliance with the open meeting laws.
   (c)   The Recreation Board shall submit to the Mayor, the Safety-Service Director and to all Council members, a copy of the minutes of all meetings of the Recreation Board.

   147.06 POSITION OF RECREATION DIRECTOR ESTABLISHED.
   (a)   The full-time position of Recreation Director is hereby established. The Recreation Director shall serve in the capacity of an authorized City department head, entitled to all the benefits and privileges granted to such City department heads.
   (b)   The position of Recreation Director shall be filled by an appointee of the Mayor upon the recommendation of the Safety-Service Director and Recreation Board, and with the consent of Council.
   (c)   The City shall employ the Recreation Director for an annual salary in accordance with the annual personnel pay ordinance which establishes the official position classification and pay plan for certain department heads and the Safety-Service Director.

   147.07 DUTIES AND RESPONSIBILITIES OF RECREATION DIRECTOR.
   The duties and responsibilities of the Recreation Director shall be as follows:
   (a)   Carrying out the goals and philosophies of the Recreation Board by implementing them in the daily operation, maintenance and organization of the recreation program.
   (b)   Employing all operating personnel necessary to conduct the recreation program upon the recommendation of the Safety-Service Director and with the approval of the Recreation Board.
   (c)   Being responsible to the Safety-Service Director to resolve questions and problems of operation and maintenance of the recreation program.
   (d)   Preparing and submitting to the Recreation Board at their regular monthly meeting a report detailing the activities of the recreation program.
