1038.06 CONSTRUCTION OF CONNECTIONS.
   (a)   General Rules. 
      (1)   All work shall be inspected and approved by an authorized inspector of the Department of Service. Any work covered prior to the inspection shall be uncovered by the contractor, and an opportunity shall be provided to inspect the inside as well as the outside of the pipe.
      (2)   Prior to receiving a permit for any work requiring excavation in a street, highway or road right-of-way, the person desiring to make such excavation shall obtain from the proper authority the required permit for each such excavation and shall agree to comply with all the requirements of the issuing authority. This permit shall be shown to the inspector at the commencement of construction and shall be kept "on the job" at all times while work is in progress.
      (3)   All excavations for building sewer and water service lateral installations shall be adequately guarded with barricades and lights to protect the public from hazard. (Also refer to OSHA 2226.) Streets, sidewalks, parkways and other public property disturbed in the course of work shall be restored in a manner satisfactory to the Sanitary Engineer.
      (4)   The Sanitary Engineer or his or her authorized agent shall approve the quality of all materials and workmanship and shall have the right to inspect the same at all times. Any inferior or defective material may be ordered from the job and shall be cause for a portion of a water service lateral or building sewer to be replaced and reinstalled.
      (5)   If any contractor or other individual neglects or refuses to comply with any of the requirements of these Water and Sewer Regulations within a reasonable time after receiving written notice from the Sanitary Engineer to do so, the Sanitary Engineer may cause such work to be performed and the cost thereof to be charged to the contractor or other individual. The contractor's or other individual's diligence in making restoration of damage to property or settled backfill or in reseeding for which he or she is responsible, will be taken into consideration in the issuance of future permits to that contractor or individual.
   (b)   Building Sewers. 
      (1)   The building sewer for a single family residential structure shall be not less than four inches in internal diameter, with a minimum slope of one fourth inch per linear foot. The building sewer for a multifamily residential structure and all other structures shall be not less than six inches in internal diameter, with a minimum slope of one fourth inch per linear foot.
      (2)   A building sewer shall be installed at a uniform grade and in the straightest alignment possible. Changes in direction shall be made only with properly curved pipe and fittings.
      (3)   The depth of a building sewer shall be sufficient to afford protection from frost.
      (4)   All material and workmanship shall be in strict accordance with the Specifications for Sanitary Sewers, provided by the Department of Service. Generally, the following materials are acceptable:
         A.   ABS pipe: ASTM D 2751, with wall thickness equivalent to SDR 23.5 or thicker;
         B.   PVC pipe: ASTM D 3033075, with wall thickness equivalent to SDR 23.5 or thicker;
         C.   Vitrified clay pipe: ASTM C 425;
         D.   Cast iron pipe; or
         E.   Those materials so approved by the Sanitary Engineer with the concurrence of Council.
      (5)   A building sewer shall be centered in a dry trench of a minimum width in a straight line with a uniform slope. The maximum allowable trench width is thirty inches.
      (6)   The bedding material shall be a homogenous mixture of:
         A.   Sixty percent by weight of ODOT Item 310, with 100 percent passing a three quarter inch sieve; and
         B.   Forty percent by weight of 100 percent crushed No. 8 aggregate.
The bedding material shall be placed from the bottom of the trench to the springline in three inch layers.
      (7)   Backfill from the springline to a point twelve inches above the top of the pipe shall consist of ODOT Item 310.02. The backfill shall be hand placed (shoveled) in six inch layers and hand compacted. Care shall be taken not to damage or dislodge the pipe.
      (8)   Backfill above the pipe zone shall be with excavated material.
         A.   All frozen material and stones greater than six inches shall be removed.
         B.   Backfill shall be placed in twenty four inch layers (loose measure).
         C.   In private roadways and driveways, backfill shall be mechanically compacted.
          D.   The actual tapping of a connection into the sanitary sewer and the connection at a house shall be performed only in the presence of an inspector of the Department of Service.
         E.   The connection between the interior plumbing and the building sewer shall be made at a point approximately five feet outside the foundation wall.
   (c)   Water Service Laterals. 
      (1)   The water service lateral for all structures shall be constructed with Type K copper tubing of a size not less than three quarter inch in internal diameter.
      (2)   The water service lateral shall be installed in the straightest alignment possible. Changes in direction shall be made gradually to prevent flow restrictions.
      (3)   The depth shall be sufficient to afford protection from frost. The minimum allowable depth is forty two inches.
      (4)   The trench width for the water service lateral should be kept to a minimum, and sufficient bedding should be provided to prevent the occurrence of future problems.
