13-1-6: CITY CODE VIOLATIONS AS NUISANCE:
The enumeration of specific nuisances in this chapter shall not be deemed to make lawful any other act or condition declared to be a nuisance by any other city code or ordinance, state law, federal law, or court decision.
   A.   In the absence of language indicating a contrary intent, when the violation of any provisions of this code results in injury or damage to persons or property on privately owned land or on publicly owned places, the act or omission constituting the violation may be deemed to be a nuisance.
   B.   Any building, apartment, or place within the city at which acts or incidents occur resulting in injury or damage or in which violations of this code occur may be declared to be nuisances and may be abated as hereinafter provided.
   C.   Any building, apartment, or place within the city at which three (3) or more separate acts or incidents occur within a thirty (30) day period, which result in three (3) or more convictions of violations of city codes are hereby declared nuisances and may be abated as hereinafter provided. Provided, further, that the convictions must be for violations of the following ordinances of this code as it may hereafter be amended from time to time:

License Required (Alcoholic Liquor)
   Section 2-5-3
Liability For Violations
   Section 2-5-6
Possession Or Consumption In Unlicensed Establishments
   Section 2-5-7
Closing Entrances To Illegal Activities
   Section 2-5-8
Gambling
   Section 2-5-9
Entertainment Prohibited Adult Use
   Section 2-5-10
Restrictions As To Persons Under Age Of Twenty One
Title 14 Violations:
 
   Section 14-2-1
Assault And Battery
   Section 14-2-4
Prostitution
   Section 14-2-5
Public Indecency And Public Nudity
   Section 14-4-2
Disorderly Conduct (excluding subsections B through G)
