The fence, guardrail or barrier as required by the preceding section shall be firmly affixed to the surface of the lot so as to be immovable, and shall be so constructed as to be in conformity with the surrounding structures. All plans for construction of fences, guardrails or barriers which are required by Section 359.02 shall be submitted to the City Engineer and the Director of Public Safety for approval prior to construction.
