The operator of a parking lot, storage lot or display lot which abuts a public street, sidewalk, thoroughfare or alley shall erect, or cause to be erected, a fence, guardrail or barrier which shall be so constructed as to prevent motor vehicles which are parked, stored or displayed therein, from extending over or upon any portion of any public sidewalk, street, thoroughfare or alley and shall be so constructed as to prevent motor vehicles from using any means of ingress or egress to or from such lot other than those which are established by the City Engineer and the Director of Public Safety.
