(b) The portions of the streets listed in subsection (a) hereof which are located within the downtown Canton area bounded by 6th Street on the north, 6th Street on the south, McKinley Avenue on the west and Cherry Avenue on the east shall have parking prohibited only during the hours from midnight to 6:00 a.m.
(c) The Director of Public Service/Safety is further authorized to revise the list of streets or portions of streets on which parking shall be prohibited during a snow emergency as he may deem necessary in order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on streets within the City. The Director of Public Service/Safety shall furnish to the local news media consisting of newspapers, radio and television stations a notice designating such revised streets and shall further comply with all provisions of Section 305.01 concerning the making and issuance of rules and regulations concerning traffic regulation within the City.
