305.01 DIRECTOR OF PUBLIC SAFETY'S AUTHORITY TO ISSUE RULES AND REGULATIONS.
   (a)    The Director of Public Safety shall have the following powers and duties in order to expedite the flow and direction of traffic, to eliminate congestion on streets, alleys and highways and to provide for the safety of passengers in motor vehicles and pedestrians.
   The Director shall make and issue rules and regulations concerning the following:
      (1)   The number, type and location of traffic control devices and signs.
      (2)   The regulation or prohibition of parking on streets, alleys, highways or public property.
      (3)   The regulation of the right of way at intersections of streets, alleys and highways.
      (4)    The regulation or prohibition of turns at intersections.
      (5)    The creation, abolition and regulation of through routes and truck routes.
      (6)    The creation, abolition and regulation of pedestrian crosswalks and safety zones.
      (7)    The creation, abolition and regulation of bus loading and unloading zones.
      (8)    The creation, abolition and regulation of traffic lanes and passing zones.
      (9)    The regulation of traffic direction on streets, alleys and highways and    the creation and abolition of one-way streets.
      (10)    The creation of through streets, stop streets and truck routes.
      (11)    The designation of the location of taxicab stands.
      (12)    The determination and creation, the number of lanes for streets and the direction of travel in such lanes.
      (13)    The prohibition of left or right hand turns at street intersections.
      (14)    The authority to close temporarily any streets or parts of streets or restrict the use thereof when required by public safety or convenience.
      (15)    The creation, abolition and designation of metered parking zones.
      (16)    The adoption and promulgation of necessary rules, regulations and requirements governing the impounding of motor vehicles.
   (b)   The Director, in order to carry out the regulations as enumerated in subsection (a) hereof, is hereby authorized to have prepared all necessary and appropriate signs or markings.
   (c)   The written rules and regulations authorized by subsection (a) hereof shall be in appropriate form designated by the Director and shall be signed and dated by the Director.
   (d)   Any rule or regulation of the Director as enumerated in subsection (a) hereof shall be published in the same manner as ordinances or resolutions of Council.
   (e)   The Director shall file with the Clerk of Council all rules and regulations and the Clerk of Council shall maintain a record of all rules and regulations filed in his office as well as any amendments to and repeal of rules and regulations which have been previously filed.
   (f)   The Director may amend or repeal any written rules and regulations promulgated under authority of subsection (a) hereof and Council may amend or repeal by ordinance, any rule or regulation promulgated by the Director under authority of subsection (a) hereof.
   (g)   The Director shall furnish copies of the rules and regulations which are authorized by subsection (a) hereof to the Solicitor and the Chief of Police.
   (h)   In the event that provisions of any rule or regulation promulgated by the Director under the provisions and authority of subsection (a) hereof conflict with any ordinances of the City, the rule or regulation shall prevail over the ordinance provision if the effective date of such rule or regulation is subsequent to the effective date of the ordinance, otherwise, the provisions of the ordinance shall prevail and the rule or regulation shall be considered as repealed to the extent of such conflict.
   All ordinances now in effect shall remain in effect in regard to the rules and regulations adopted by the Director in regard to the provisions of subsection (a) hereof until the Director establishes a different rule or regulation repealing such ordinances.
