(a) The Director of Public Safety is hereby authorized to issue parking permits to contractors working at downtown City job sites to permit them to park commercial vehicles and/or dumpsters used in conjunction with construction projects at adjacent parking meters without having to deposit coins in the meter.

(b) Applications for parking permits shall be made to the Director or his designee on forms prescribed by the Director. Permits for each commercial vehicle or dumpster shall be issued for periods of one calendar month duration. The fee shall be fifty dollars ($50.00) per month for each space occupied by the vehicle or dumpster. The permit fee shall not be prorated for partial months. The permit is not transferable between contractors but may be transferred between the contractor’s vehicles and shall be prominently displayed. The Director may establish size and weight restrictions for both commercial vehicles and dumpsters, as well as specify location for placement on-street, and may deny the issuance of a permit based upon parking, traffic, or other relevant circumstances.
