For the purposes of this chapter, the following terms, phrases, words and their derivations, shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number, the plural number. The word "shall" is always mandatory and not merely directory.
(a) "City" means the City of Canton.
(b) "Minor" means any person under the age of eighteen (18).
(c) "Parent" means the natural or adoptive parent of a minor.
(d) "Guardian" means any person other than a parent who has legal guardianship of a minor.
(e) "Custodian" means any person over the age of eighteen (18) who is in loco parentis to a juvenile.
(f) "Public place" means any street, highway, alley or right of way, to include sidewalks; any park, playground, ground, place or building open to the public; any privately- or publicly-owned place of amusement, entertainment or public accommodation, to include parking lots and other areas adjacent thereto; and any vacant lot or land or, without the consent of the owner, any private property.
