(a) Amendments to the Zoning Ordinance may be initiated in one of the following ways:
(1) By adopting of a motion by the Planning Commission;
(2) By filing of a resolution or ordinance by a member or members of Council; and
(3) By filing of an application by at least one property owner of record, or his agent, for a parcel of real property owned by him.
(b) Amendments initiated by the Planning Commission or Council may be straight zone changes from one zoning classification to another or may be Planned District zone changes. Amendments initiated by the Planning Commission or Council shall not require payment of any filing fee.
(c) Amendments initiated by a property owner or his agent shall be only Planned District zone changes and shall be subject to all of the provisions of this chapter.
