1155.01 REQUIREMENTS.
   The following are general requirements for development applications within the HOFV District.
   (a)   The standards pertaining to development within the area designated as the Hall of Fame Village shall be those specifically set forth in these regulations and those which are a part of an approved General Development Plan and Site Plan hereunder. If any provision of the General Development Plan or Site Plan for a HOFV Development as approved by the Planning Commission and City Council shall conflict with any other provisions of these City of Canton Zoning Regulations, the provisions of the approved General Development Plan and/or Site Plan shall govern.
   (b)   The General Development Plan (GDP), as approved by the Planning Commission and City Council, shall set forth the permitted uses of the specific HOFV development. In approving the GDP, the Commission and Council is authorized to regulate and promulgate standards to which an approved development shall be subject to.
   (c)   All buildings, structures, and site improvements in the HOFV District shall conform to all applicable dimensional standards proposed in the GDP, Site Plan, Parking Demand and Management Study, and Traditional Neighborhood Design Standards as found in Chapter 1177 of this Zoning Ordinance and which shall be depicted on the proposed Site Plan(s).
   (d)   All buildings, structures, and site improvements in the HOFV District shall conform to all applicable dimensional standards proposed in the General Development Plan approved and shall be depicted on the proposed Site Plan.
   (e)   All development within the HOFV District shall be served by public water and sanitary sewer facilities.
   (f)   All new utilities shall be installed underground, unless demonstrated as not feasible by the applicant, and so may be waived by the Commission (and Council) due to physical constraints or other special circumstances. Utilities that are not customarily underground, including but not limited to transformer boxes, service connections, meters, pedestals, and similar devices are not required to be installed underground.
