No retail sales of items, except for vehicles, boats and similar items, shall occur outside of a permanent, principal structure, unless authorized by the Board of Zoning Appeals or as part of a temporary sidewalk promotion of an established business located in an adjacent principal structure, or as part of a community event sponsored by a government, charitable, religious or educational organization. Such sale shall occur on the same premises as that organization.
