(a) "Garage sale" means and includes all general sales, open to the public, conducted from or on a residential premise by the owner or tenant of the premises, in any residential zone, as defined by the Zoning Ordinance, for the purpose of disposing of personal property including, but not limited to, all sales entitled garage, lawn, basement, yard, attic, porch, room, backyard, patio, flea market, tag, estate or rummage sale.
(b) No more than three (3) garage sales may be held on any single or multi-family residential property during any calendar year. No garage sale shall last longer than three (3) consecutive days and no garage sale shall be held more frequently than thirty (30) days between each sale. All garage sales shall be conducted during daylight hours and no garage sale shall start earlier than 9:00 a.m. nor end later than 7:00 p.m.
(c) No signs advertising a garage sale shall be placed on any telephone poles, trees, public property or other locations other than on the property where the garage sale is held unless permission is granted from the private property owner. Such signs may be posted no sooner than twenty-four hours prior to, nor later than twenty-four hours after, the garage sale. No signs advertising a garage sale shall utilize lights or sound.
(d) The owner, tenant or other person in charge of any residential property shall be responsible for compliance with the provisions of this section.
