The Director of Public Safety, and/or designees shall have the authority and powers necessary to determine whether a violation of this Chapter exists and to take appropriate action to gain compliance with the provisions of this Chapter. These powers include the power to issue administrative citations and to inspect public and private property. It also includes the power to impose civil penalties for any violation of this Chapter.
