The licensing and permit requirements of this chapter shall not be applicable to the following entities and classifications of work, namely:
(a) Industrial manufacturers or hospitals performing the installation, alteration, repair or replacement of telecommunications wiring and related devices and apparatus within the confines of their own plant facilities and with their own employees or having such work performed by licensed City telecommunications contractors or subcontractors.
(b) Telephone utility companies and other telecommunications utility companies operating under regulation and/or franchise of the State of Ohio in the installation, maintenance, alteration, removal or repair of their wiring, cables, conductors, apparatus or equipment used in connection with the operation of their businesses.
(c) Electric power utility companies operating under regulation and/or franchise of the State of Ohio in the installation, maintenance, alteration, removal or repair of their wiring, cables, conductors, apparatus or equipment used in connection with the operation of their businesses.
(d) Persons, firms or corporations engaged in the installation of fire alarm systems and having been certified for such work by the State Fire Marshal or his designated agents, with respect to work which is subject to permit and inspection under Article 10 of the Ohio Building Code.
(e) The installation, alteration, repair or replacement of community antenna television system cable and wiring by cable television companies having franchises to operate in the City of Canton with respect to the provision of cable service connections to residential premises or to commercial structures where the connections are to fewer than four television monitors or terminals within the building and/or where the cable service to television terminals or monitors are not made through a central station or amplifier.
(f) For the purposes of this chapter, the telecommunications wiring work shall be deemed and considered to be a subclassification and limited specialty in the general field of electrical wiring and within the scope and purview of electrical work which may be performed by electrical contractors under Chapter 1313 of the Canton Codified Ordinances. Accordingly, electrical contractors licensed pursuant to the provisions of Chapter 1313 of the Canton Codified Ordinances shall not be required to obtain a telecommunications contractor's license to perform any of the telecommunications work covered hereunder. Provided, however, that electrical contractors shall be required to obtain permits and inspections pursuant to this chapter for any such work.
