Issuance of a second permit shall be subject to all of the requirements of this chapter, to include payment of permit fees, and shall be further subject to the requirements that the second permit holder shall be responsible for the completion of the plumbing installation, to include any work initiated by the first permit holder, in accordance with the requirements of this chapter.
   (c)    Expiration. A plumbing permit shall be valid for a period of twelve months from date of issuance.
   (d)    Revocation. Any plumbing permit found by the Plumbing Inspector to have been obtained by misrepresentation of facts or subterfuge shall be subject to revocation by the Plumbing Inspector.
