(a) The provisions of this chapter shall apply to and govern plumbing as defined herein.
(b) This chapter and the rules and regulations promulgated pursuant thereto shall apply in all buildings connected to the City's municipal water supply and sanitary sewer systems whether situated inside or beyond the City's corporation line unless otherwise exempted or excepted.
