1315.01 DEFINITIONS.
   (a)    "Plumbing" means the practice, materials and fixtures used in the installation, maintenance, repairs, extension and alteration of all piping, fixtures, appliances and appurtenances in connection with any of the following: sanitary drainage or storm drainage facilities, the venting systems within or adjacent to any building, structure or conveyance; also the practices and materials used in the installation, maintenance, repairs, extension or alteration of systems conveying storm water, liquid wastes, sewage or water supply to, from or within any premises to their connections with points of public disposal or other authorized terminals.
   (b)    "Plumbing contractor" means any person, firm, corporation or other entity that holds a valid and unexpired plumbing contractor’s license pursuant to Ohio R.C. Chapter 4740 and that engages in, or directly employs another person(s) to engage in, or that supplies persons to any other person, firm, corporation or other entity that will engage in, the installation, alteration, repair of or addition to plumbing in any building or property connected to the sewer and/or water services of the City under any contract, written or verbal, expressed or implied, with the owner, lessee, contractor, or person in control of such property or building.
   (c)    "Journeyman plumber" means any person who engages in the installation, alteration, repair or addition of any plumbing while directly employed or engaged by a plumbing contractor registered by the City; or who performs such services for a plumbing contractor registered by the City pursuant to a “leased employee” agreement between the plumbing contractor and any other person, firm or entity; or who performs such services pursuant to any contractual arrangement or agreement with the plumbing contractor whereby the journeyman plumber functions as an independent contractor.
   (d)    "Plumbing Inspector" means the Plumbing Inspector and all Assistant Plumbing Inspectors who have valid certifications from the State of Ohio. The singular shall include the plural in all references to the Plumbing Inspector in this chapter.
   (e)    "Plumbing apprentice” means any person who is the holder of, or who is required to hold a plumbing apprentice registration issued pursuant to this chapter. A plumbing apprentice shall be indentured in a bona-fide program of training recognized by the Federal and State Bureaus of Apprenticeship and Training for the plumbing and pipefitting industry, and be directly employed and engaged by a plumbing contractor registered by the City, and provide services to such plumbing contractor pursuant to a “leased employee” agreement or arrangement between the plumbing contractor and any other person, firm, corporation or other entity or pursuant to any other contractual arrangement or agreement whereby the apprentice functions as an independent contractor. A plumbing apprentice shall work under the direct supervision of a plumbing contractor or journeyman plumber as defined by this chapter. For purposes of this section, the phrase “under the direct supervision of” shall mean a ratio of one plumbing contractor or one journeyman plumber to each apprentice with each being engaged in work covered by this chapter.
   (f)   As used in this chapter, the terms of “employed by”, “employ”, “in the employ of”, “directly employed”, “directly employed by” or “engaged” mean that the person to whom these terms apply is on the payroll of, and under the direct supervision and direction of, a person, firm, corporation or other entity that engages in the installation, repair, alteration or addition to any plumbing or is required to obtain a license or registration under this chapter. Any other definition or interpretation of these terms is inapplicable under this chapter.
