The Director of Public Service shall make and enforce such rules and regulations as he may deem necessary for the enforcement of the provisions of this chapter, for the proper determination and collection of the charges herein provided and for compliance with the rules and regulations adopted by the United States Environmental Protection Agency. Such rules and regulations, when not repugnant to existing ordinances of the City, laws of the State or applicable federal regulations shall have the same force and effect as ordinances of Council. Any conflict shall be resolved in favor of federal regulations. (Ord. 147-80. Passed 4-28-80.)
