There are hereby established the positions of inspectors for public buildings. The inspectors shall be appointed by the Director of Public Service when any public improvement, other than those over which the City Engineer exercises supervision as provided in Section 137.04, is made by the City or under its direction. The inspectors shall require such improvement to be made in accordance with plans and specifications therefor and perform such other duties as may be required of them.
