There are hereby established the positions of inspectors of streets, sewers, bridges and other public improvements in the City except public buildings. The inspectors shall be appointed by the City Engineer when any such public improvement is being made by the City or under its direction. The inspectors shall require the improvements to be made in accordance with plans and specifications therefor and perform such other duties as may be required of them.
