971.03 CIVIC CENTER MANAGER’S AUTHORITY TO NEGOTIATE.
   (a)   The independent contractor hired by the City to manage the day-to-day operations of the Civic Center shall, in the best interest of the City, be authorized to negotiate rates outside the schedules found in Section 971.02 with respect to those events offering unique opportunities and/or requirements such as, but not limited to, events where the City will share in the gross receipts on a percentage basis. Any negotiated rate shall be subject to the approval of the Director of Public Service.

   (b)   The independent contractor is further authorized, subject to the same conditions provided in subsection (a) and all applicable local, state and federal laws, to conduct the day-to-day business of the Civic Center, including solicitation, negotiation and contracting with advertisers and suppliers for merchandise, food, beverage, signage and other forms of advertising.
