All moneys collected by or through the provisions of this chapter shall be deposited in an "Industrial Cost Recovery Fund" and shall be invested, administered and disbursed in accordance with the United States Environmental Protection Agency Guidelines (38 CFR 22523) as follows:
(a) The charges provided for in this chapter shall be collected at least semi-annually.
(b) The City Auditor may invest such amounts recovered under this chapter in:
(1) Obligations of the United States Government;
(2) Obligations guaranteed as to principal and interest by the United States Government or any agency thereof; or
(3) Shall deposit such amounts in accounts fully collateralized by obligations of the United States Government or by obligations fully guaranteed as to principal and interest by the United States Government or any agency thereof.
(c) The charges set forth herein are in addition to the use charges as set forth in Chapter 947.
