(a) All necessary meters required for the purpose of this chapter shall be furnished by the owner, agent or lessee of the premises and such party shall also be financially responsible for installation and maintenance of the meters. All water meters shall be obtained from the City Water Department pursuant to the rules and regulations of that Department. Sewer meters shall be furnished and installed at the expense of the owner, agent or lessee, of the premises.
(b) All installation plans for sewer meters shall first receive the approval from the Director of Public Service, the City Engineer and Superintendent of the Water Reclamation Facility before the meters are installed. A waiver or exemption of the requirement for the installation of sewer meters may be obtained upon written approval of the foregoing City officials in circumstances in which those officials deem it impractical to meter sewer usage. In such instances, the rates provided in Section 947.14 shall be applicable in lieu of metered rates.
