909.04 EXCAVATIONS BY PUBLIC UTILITIES; PERMIT; INSPECTION; INSPECTION FEE; DEPOSIT.
   Any utility company, which is occupying and using the streets, alleys or public grounds of the City, under a valid franchise, before making any excavation in any of the streets, alleys or public grounds, shall first file an application for a permit as provided for in Sections 909.02 and 909.03. If the permit is granted the Director of Public Service shall direct one of the regularly appointed inspectors of the City to supervise and inspect the making of such excavation and the refilling or repaving of the same. Such work must be done in the manner directed by the inspector. The company to whom the permit was granted shall pay to the City the cost of such supervision and excavation and inspection which shall not exceed the sum of one hundred forty dollars ($140.00) per day for each inspector employed from the time the excavation is started until it is permanently completed, or ninety-five dollars ($95.00) for any part thereof less than half a day. Each of the companies shall maintain a deposit with the City Engineer of not less than one thousand five hundred dollars ($1,500) to be used by the Director of Public Service in payment of the inspection provided for in this section, and the Director shall issue no permits to any of the within named companies which fails to maintain such deposit.
