(a) Each taxicab driver shall at all times display the license and photograph in the taxicab so that any passenger occupying the rear seat of the taxicab may inspect the same. If requested to do so, the driver shall display the taxicab license to a police officer.
(b) A taxicab driver's license shall not be purposely bent, folded, defaced, altered or removed.
