(a) Each applicant for a taxicab driver's license shall be examined by the Director of Public Safety as to his knowledge of the laws, rules and regulations governing traffic upon the public streets of the City and upon his knowledge of the manner and method of operating a taxicab.
(b) Each applicant shall be fingerprinted by the Identification Bureau of the Police Department, and such fingerprints shall be used to check for criminal records before a taxicab driver's license may be issued. The fingerprints, records and any other relevant information shall be permanently filed with the Records Bureau of the Police Department.
