703.02 LICENSES REQUIRED; EXCEPTIONS.
   No person shall drive or serve as an ambulance attendant in the City without first obtaining an ambulance driver's or attendant's license as required by this chapter; and no person shall operate or maintain an ambulance or an ambulance business using the streets of the City without first obtaining a license for each ambulance and license for each driver and/or attendant. However, no such licenses shall be required for an ambulance, or for the driver or attendant of an ambulance which is:
   (a)    Rendering assistance to licensed ambulances in the case of a major catastrophe or emergency with which the licensed ambulances of the City are insufficient or unable to cope; or
   (b)   Operated from a location or headquarters outside the City in order to transport patients who are picked up beyond the limit of the City, to locations within the City, nor for transports from within the City to locations outside the City; or
   (c)    Operated by an agency of the United States, the State of Ohio, City of Canton, or Stark County; or
   (d)    A " mobile intensive care unit" as defined by Section 703.01 (j), and is being used exclusively for the purposes of:
      (1)    Transporting critically ill patients to and from one acute care hospital to another acute care hospital; or
       (2)    Transporting critically ill patients being discharged from an acute care hospital to a licensed long term care facility, where the patient's condition specifically requires critical care capabilities not available on vehicles other than a mobile critical care ambulance.
