703.01 DEFINITIONS.
   Unless otherwise expressly stated in this chapter, the following terms shall have
the meanings provided in this section:
   (a)    "Ambulance" means any motor vehicle that is specifically designed, cosntructed, or modified and equipped and is intended to be used to provide basic life support, intermediate life support, advanced life support, or mobile intensive care unit services and transportation upon the streets or highways of this State of persons who are seriously ill, injured, wounded, or otherwise incapacitated or helpless. “Ambulance” does not include air medical transportation or a vehicle designed and used solely for the transportation of nonstretcher-bound persons, whether hospitalized or handicapped or whether ambulatory or confined to a wheelchair.
   (b)    "Attendant" means a State certified “EMT-basic”, “EMT-I” or “Emergency medical technician-paramedic” individual responsible for the operation of an ambulance and the care of the patients.
   (c)    "Driver" means an individual, who drives an ambulance.
   (d)    "Ambulance inspector" means the Fire Department Supervisor of Mechanics with respect to the mechanical condition and maintenance of ambulance vehicles; and shall mean the Stark County Paramedic Training Program with respect to the medical equipment and supplies used in the basic and intensive care ambulances, or such other persons as shall be designated by the Director of Public Safety as the agent for the inspection of private ambulance vehicles, facilities and personnel within the City.    (e)   “Communicable” means those diseases listed by the Ohio Department of Health in their manual on communicable disease regulations.
   (f)   “Emergency medical technician-basic” or “EMT-basic” means an individual who holds a current, valid certificate issued under Ohio R.C. 4765.30 to practice as an emergency medical technician-basic.
   (g)   “Emergency medical technician-intermediate” or “EMT-I” means an individual who holds a current, valid certificate issued under Ohio R.C. 4765.30 to practice as an emergency medical technician-intermediate.
   (h)   “Emergency medical technician-paramedic” or “paramedic” means an individual who holds a current, valid certificate issued under Ohio R.C. 4765.30 to practice as an emergency medical technician-paramedic.
   (i)   “First responder” means an individual who holds a current, valid certificate issued under Ohio R.C. 4765.30 to practice as a first responder.
   (j)   “Mobile intensive care unit” means an ambulance used only for maintaining specialized or intensive care treatment and used primarily for interhopsital transports of patients whose conditions require care beyond the scope of a paramedic as provided in Ohio R.C. 4765.39.
   (k)   “Patient” means any individual who as a result of illness or injury needs medical attention, whose physical or mental condition is such that there is imminent danger of loss of life or significant health impairment, who may be otherwise incapacitated or helpless as a result of a physical or mental condition, or whose physical condition requires the use of a wheelchair.
   (l)   “Person” includes every individual, proprietorship, partnership, limited partnership, association, joint stock association, company, corporation, lessee, trustee or receiver owning, controlling, operating or managing any ambulance or ambulances required to be licensed pursuant to this chapter.
