Any firearm or other weapon which any person owns or possesses in violation of any of the provisions of this chapter or of Ohio R.C. 2923.11 et seq. shall, upon conviction of such person, be confiscated by the Police Department, except that any such firearm or other weapon which has been reported stolen shall be returned to the owner thereof upon proper identification and proof unless possession thereof by the owner would constitute a violation of any provision contained in this chapter or of Ohio R.C. 2923.11 et seq.
