The provisions of this chapter shall be construed liberally for the accomplishment of the purposes thereof. Nothing in this chapter shall be deemed to repeal or otherwise affect any of the provisions of the federal or Ohio civil rights laws relating to discrimination in housing because of race, color, religion, sex, handicap, familial status, national origin or ancestry, which to the extent that they are applicable, shall supersede the provisions of this chapter.
