The Fair Housing Commission shall have no authority to entertain any complaint or to continue the processing of any complaint, if the facts upon which the complaint is founded have been made the subject of any active proceedings before the Ohio Civil Rights Commission, the Federal Department of Housing and Urban Development or the subject of any civil action in any court of competent jurisdiction. In the event that after the filing of any complaint with the Commission any such proceeding is instituted by the complainant before any court, or federal or state agency having jurisdiction in the matter, any and all proceedings pending before the Commission by reason of the same underlying factual matters shall immediately abate and be suspended pending the conclusion of proceedings before the court or superseding public agency.
