(a) No person shall carry an open glass or hard plastic container, drink from any glass or hard plastic container or discard any glass or hard plastic container in or along or on the designated parade route of the Football Hall of Fame Parade, in or on Cleveland Avenue., N.W. from Tuscarawas Street West to 30th Street, N.W., or within or on any public street, sidewalk or park adjacent to or connecting into the designated parade route within five blocks thereof, from 6:00 p.m. Friday through 12:00 noon Saturday of the Professional Football Hall of Fame Weekend.

(b) Owners of business establishments which sell beverages in glass or hard plastic containers in the area described in subsection (a) hereof shall not knowingly allow any person to leave the premises of the establishment carrying an open glass or hard plastic container, containing a beverage, during the period from 6:00 p.m. Thursday through 6:00 p.m. Sunday of the Professional Football Hall of Fame Weekend.
(c) Whoever violates this section shall be guilty of a misdemeanor of the fourth degree.
