When the Mayor is absent from the City, or is unable, for any cause, to perform his duties, the President of Council shall be acting Mayor with all the powers and duties of the Mayor. In case of death, resignation, or removal from office of the Mayor, the President of Council shall become the Mayor and serve for the unexpired term and until his successor has been elected and has taken office.
