6-1-1: DEPARTMENT CREATED; MEMBERS:
   A.   Department Created: There is hereby created a police department of the village of Broadview, having the following respective ranks of officers: one chief of police, one deputy chief of police, three (3) lieutenants, four (4) sergeants, and such additional members of the police department as may, from time to time, be prescribed by the chief of police, approved by the president and the village board, and, if required, duly appointed by the board of fire and police commissioners of the village of Broadview. All officers shall function as provided by the rules and regulations of the police department.
   B.   Part Time Police Officers:
      1.   Appointment: The chief of police is authorized to appoint, discipline and discharge part time officers. Part time officers shall be members of the regular police department except for pension purposes. Part time officers shall, at all times during the performance of their duties, be subject to the direction and control of the chief of police.
      2.   Hiring Standards: Prior to being hired, a part time police officer must have previous law enforcement experience or must obtain certification within eighteen (18) months after the date of hire, according to 50 Illinois Compiled Statutes 705/8.2. The applicant must also have a screening and background check, which includes a fingerprint check through the Illinois criminal history and federal bureau of investigation (FBI); and pass a physical fitness, power test, that is based on the Illinois training board requirements for minimum fitness for a police officer.
      3.   Training Standards 2 : The part time officer, upon hiring by the village and the village police department, will be required to complete a field training program as determined by the chief of police with a certified field training officer and successful understanding of the Broadview police department training guide. The part time officer will be monitored and evaluated periodically. The part time officer must also attend in-service training as authorized by the chief of police. Such standards shall be submitted to the Illinois law enforcement training standards board upon passage of this section.
      4.   Powers And Duties: A part time officer shall have all the powers and duties as a regular member of the police department, but shall not be assigned under any circumstances, to supervise or direct full time police officers of the village police department. Part time officers shall not be used as permanent replacements for permanent full time police officers. Part time officers must also abide by all rules, regulations, policies and general orders as set forth by the chief of police and the village.
   C.   Auxiliary Police Officers:
      1.   Powers And Duties: Auxiliary police officers shall not be members of the regular police department of the village. Auxiliary police officers shall not supplement members of the regular police department in the performance of their assigned and normal duties, except as otherwise provided in this code. Auxiliary police officers shall only be assigned to perform the following duties in the village: a) to aid or direct traffic within the municipality, b) to aid in control of natural or manmade disasters, and c) to aid in case of civil disorder as directed by the chief of police. When it is impractical for members of the regular police department to perform those normal and regular police duties, however, the chief of police of the regular police department may assign auxiliary police officers to perform those normal and regular police duties. Identification symbols worn by auxiliary police officers shall be different and distinct from those used by members of the regular police department. Auxiliary police officers shall at all times during the performance of their duties be subject to the direction and control of the chief of police. Auxiliary police officers shall not carry firearms, except with the permission of the chief of police and while in uniform and in the performance of their duties. Auxiliary police officers, when on duty, shall also be conservators of the peace and shall have the powers specified in 65 Illinois Compiled Statutes 5/3.1-15-25.
      2.   Training And Hiring: Auxiliary police officers, before entering upon any of their duties, shall receive a course of training in the use of weapons and other police procedures appropriate for the exercise of the powers conferred upon them under this section. Before being permitted to carry a firearm, however, an auxiliary police officer must have the same course of training as required of peace officers under section 2 of the peace officer firearm training act. The village may require that all auxiliary police officers be residents of the village. Before the appointment of an auxiliary police officer, the person's fingerprints shall be taken, and no person shall be appointed as an auxiliary police officer if that person has been convicted of a felony or other crime involving moral turpitude. 6-1-2: ORGANIZATION:
The police department shall be organized and the officers thereof shall be appointed and shall function as provided by the rules and regulations and subject to the control of the board of fire and police commissioners 1 and as may be otherwise provided by ordinance.
   A.   Deputy Policemen: The president of the village may in times of peril, danger, riot or pestilence, or apprehension thereof, and at all conflagrations and during any public election or celebration or unusual congregation of the people in the village, appoint for a specified time as many deputy policemen as he may deem necessary, and during the term of such service, such deputy policemen shall possess all the duties of regular policemen of the village.
   B.   Special Policemen: The president, by and with the advice and consent of the board of trustees, may appoint any number of special policemen whenever he deems necessary, which appointment shall be effective for one year or less, at the pleasure of the board of trustees. (1987 Code)

6-1-3: DUTIES OF CHIEF OF POLICE:
   A.   Executive Orders Of Health Department: The chief of police shall execute or cause to be executed, all orders directed to him by the health department so far as they relate to the preservation of the health of the village.
   B.   Annual Report: The chief of police shall, at the first meeting of the village board of trustees in January of each year, make an annual report in writing to the president and village board of the state of the police force with a detailed report of the transactions of the police department for the preceding year, with such statistics and suggestions in regard to the requirements of the department as he may deem advisable. The chief shall also make reports of any matter or thing concerning such department whenever requested by the president or village board.
   C.   Arrest Reports: It shall be the duty of the chief of police to report to the village collector the names of all persons arrested or committed to jail, bridgewall or house of correction, and the collector shall keep a record of the names of all such persons in a book or books to be provided for such purpose. Such record shall show the date of arrest or committal, the number of days imprisoned, the amount of the fine, when and to whom paid, and the date of discharge of such persons. (1987 Code)
