A. Creation Of Position: There is hereby created the position of deputy chief of police of the village of Broadview.
B. Appointment And Eligibility: The deputy chief of police shall be appointed by the chief of police with the concurrence of the village president and board of trustees. The deputy chief of police position is exempt from appointment by the board of fire and police commissioners of the village of Broadview. The deputy chief may be removed at any time by the chief of police. The deputy chief may be appointed from any rank of sworn, full time officers of the village's police department, but must have at least five (5) years of full time service as a police officer in the village police department. The deputy chief of police shall possess discernible leadership skills, and shall have the knowledge, training, and experience required for this level of work.
C. Service: A deputy chief shall serve at the discretion of the chief of police and, if removed from the position, shall revert to the rank currently held, without regard as to whether a vacancy exists in that rank. A deputy chief of police, having been appointed from any rank of sworn full time officers of village's police department, shall be permitted, regardless of rank, to take promotional exams and be promoted to a higher classified rank than he currently holds, without having to resign as deputy chief of police.
D. Compensation: The president and the village board has initially set the compensation for deputy chief at one hundred thousand dollars ($100,000.00) per year which may be changed from time to time by the village board.
E. Powers And Duties:
1. The deputy chief of police shall be second in command in the village of Broadview police department, shall be in command of all police activities while on duty, subject only to the orders of the chief of police, and shall have such other authority as prescribed by the chief of police.
2. In any emergency situation, or during the absence of the chief of police, the deputy chief of police shall assume all of the duties of the chief of police and shall exercise all powers of the chief of police.
3. The deputy chief of police shall direct the performance of the lieutenants in order to ensure efficient performance of their managerial duties and assignments and shall provide direct support to lieutenants in meeting department fiscal and support goals.
4. The deputy chief of police shall coordinate the discipline, training and evaluation of all operational, investigative, support, and special units within the police department.
5. The deputy chief of police shall assist in the development and annual oversight of the police department budget and budget maintenance, shall assist in identifying and making applications for various police department grants, and shall be responsible for maintaining efficient and fiscally responsible cross training management duties within all ranks.
6. The powers and duties set forth herein are not meant to be exclusive, but are meant to describe in general the duties and functions of the deputy chief of police. In addition hereto, the deputy chief of police shall perform any and all other duties assigned by the chief of police. (Ord. 11-69, 10-17-2011)
