No keeper of a secondhand store shall purchase any articles whatsoever from any minors without the written consent of the minor’s parents or guardians.

No dealer in secondhand articles shall purchase any goods, articles or things from any person between the hours of 10:00 p.m. and 6:00 a.m.

No dealer in secondhand articles shall expose for sale, sell or dispose of any article or articles within ten days of the time of purchasing the articles, nor until the articles have been in the premises at least ten days.

Every dealer in secondhand articles who has received or is in possession of any goods, articles or things which have been lost or stolen, or alleged or supposed to have been lost or stolen, shall on demand exhibit the same to any member of the Police Department or to any member of City Council.

The Chief of Police or any officer designated by the Chief shall have general supervision over all dealers in secondhand articles. The Chief shall also have power to inspect their respective places of business and all articles or things kept therein whenever the Chief shall deem it necessary so to do.

(A) (1) No person conducting and maintaining a secondhand store shall break up old boilers, iron or other junk by means of hammers, sledges or other mechanical devices in a manner that will disturb the peace and quietude of the residents in the immediate vicinity of the secondhand store.
(2) Such person shall not do any other act or acts which will disturb the peace and quietude of any residents.
(B) No person shall conduct or maintain any such place of business in a manner in which the premises and the sidewalks in front of the business are kept and permitted to remain in an unsanitary condition.
(C) The Mayor of the city may revoke the license of any person violating any of the provisions of this section or § 116.28 of this chapter, or for violating any other city ordinance relating to the business of a secondhand dealer.

(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
