   1503.01 PERMITS, FEES.  
   It shall be unlawful to engage in any business activity involving the handling, storage or use of hazardous substances, materials or processes which produce conditions hazardous to life or property; or to install equipment used in connection with such activities; or to establish a place of assembly without first obtaining a permit from the Fire Prevention Bureau and paying the fee indicated to the City of Bedford Heights and obtaining any necessary permits and fees through and registering with the Building Division.
