In the event that a court with jurisdiction shall finally determine that any provision of Sections 133.15 to 133.20, inclusive, shall be invalid, the appropriate officials of the City may cause the procedure invalidated to be performed pursuant to the general laws of Ohio, and such action shall validate the assessment proceeding without the necessity of additional proceedings with respect to other procedures or matters not invalidated by such determination.
