Except as otherwise provided in the Codified Ordinances of the City or any amendments thereto, the general laws of Ohio pertaining to assessments shall apply to the City. The provisions of Section 133.15 to 133.20, inclusive, of the City’s Codified Ordinances shall apply to assessments levied by the City, and certain sections of the Ohio Revised Code (and successor sections thereto) are made inapplicable to the City pursuant to such sections of the City’s Codified Ordinances.
