735.01 PERMIT REQUIRED.
No person shall perform landscaping services within the City, as an independent contractor, without first registering and obtaining a permit from the Police Department. Permit holders are referred to as landscapers. (Ord. 1990-36. Passed 3-5-90.)
735.02 APPLICATION; FEES; EFFECTIVE PERIOD.
Prior to the issuance of the permit required by Section 735.01, the applicant shall identify his, her or its name and legal address. If the entity is a corporation, the corporation number and the names and addresses of all officers shall be on the permit; if it is a partnership, the date and place where the partnership was registered, together with the names and addresses of all partners, whether general or limited, shall be on the permit. The applicant shall pay an annual registration fee of ten dollars ($10.00). Each permit holder shall provide a telephone number where a responsible person can be contacted between the hours of 9:00 a.m. to 5:00 p.m., seven days a week. (Ord. 1990-36. Passed 3-5-90.)
735.03 REMOVAL OF LANDSCAPING DEBRIS; PILING LEAVES.
Landscapers shall remove parts of bushes, trees and other landscaping debris which have been cut or picked up from each location. The City will pick up leaves in the fall season after a date to be determined by the Director of Public Works. Each landscaper, homeowner, tenant or other person who piles leaves for pick up shall contact the Department of Public Works to learn the starting date. Leaves piled for pick up shall be piled at one location in front of each house, or if a corner lot, on not more than one location on each street frontage. No person shall place leaves in a street, on a sidewalk or in a watercourse, drainage ditch or swale.

735.04 COMPLIANCE WITH TRAFFIC AND PARKING REGULATIONS.
Landscapers shall comply with all traffic and parking regulations within the City, parking only where parking is permitted, with right wheels nearest a curb. (Ord. 1990-36. Passed 3-5-90.)
735.05 USE OF BLOWING MACHINES.
Persons using blowing machines shall do so in such a manner as to prevent leaves, grass, grass clippings, twigs, branches or other landscaping items from being blown onto street pavement or onto the property of others. (Ord. 1990-36. Passed 3-5-90.)
