All work on the construction, alteration and repair of buildings and other structures shall be performed in a good and workmanlike manner in accordance with nationally accepted and standard practices in the trade. The provisions of the nationally recognized codes and records, except as modified by the express provisions of this title, shall be considered to be minimum standards and acceptable practice for all matters concerning building and structure construction not otherwise provided for by ordinance.
