No such license shall be issued unless the licensee shall file with the Village Clerk the name of the person or persons designated by him or it to handle such explosives or to have charge of magazines. No person shall be so designated unless he is:
A. At least twenty one (21) years of age.
B. Able to understand, read and write the English language.
C. Of temperate habits.
D. Familiar with the laws and provisions of the ordinances of the Village governing the storage and use of explosives.
E. Capable of performing the duties incident to his work without unnecessary hazard to himself or others.
A certificate of fitness shall be issued to any qualified person so designated by any licensee or applicant for a license; and it shall be unlawful to engage in any of the activities described in Section 8-3-1 of this Chapter unless each person so designated in accordance with this Section shall have first received a certificate of fitness from the Village Clerk.
